Penang State Government had introduced a brand new concept for public transport in Bayan Lepas Industrial Zones. The main source of traffic jam at Penang bridge during peak hours is cars that heading to Bayan Lepas from Seberang Prai and other places. Lack of public transport before this caused everyone have to drive to their work place. With the introduction of Bridge Express Shuttle Transit ( BEST) park and ride program, now the workers at Bayan Lepas can park their car at Sunway Carnival Mall which is near to the Penang bridge and ride on free Rapid Penang buses to their destination in Bayan Lepas. In the introduction stage, 3 routes are now service from 1st of March 2011 and for the first six months, the bus rides are free of charge.The services are from 5.30am to 8.10am for the morning session and 4.30pm to 7.30pm for the evening session.

Are the BEST buses still free of charge now? I want to go to Penang in March 2013...

Yes they are still FOC.
The BEST bus only available from 5:30 to 8:00 am ? I want go to island from Sunway carnival mall on 10am. any bus available?

You got two ways.
1. Use the last trip of BEST which is 7.50am, you will reach roughly 8.40am.
2. Use 703or 709 to Jetty, then use ferry to Island.
